Not Syd but here's my 2pennerth

outside in all weathers it will absorb some of the air pollution the rain picks up as it falls as it gets the carbon wet, ( i wouldn't worry too much myself)
but it does become biologically active exposed to water and a bacterial food source (dirt)

if a few weeks or a month ot two i'd probably use it if it was a full sack (it's expensive stuff)
if it was less than a full sack and had been out for the best part of a year or more i'd bin it.
but that's just my own opinion based on zero facts

Thank you Dave. I ran the hose through the big blue for a good forty minutes full blast to clean the carbon. After that I only running 230ml per minute and there was a hint of pink.

As Dave said, the carbon will have been adsorbing pollution from the atmosphere and from the rain so its life will be shortened which would explain why you're getting incomplete dechlorination at the low flow you're putting through it. You could try lowering the flow rate until you get a clear DPD4 test but it probably won't last very long and since dechlorination is vital for a koi pond, I'd bite the bullet and bin it - sorry.
