I had a feeling it was Laterite or Lanthenite but couldn't decide which one it was lol________________________________________________

You could be right with what you said earlier, at the low temperatures your filters may not have matured much yet as you started too late in the year possibly and it's not been warm enough for long enough yet this year most likely.
It's the Nitrogen cycle not the Ammonia cycle it goes Ammonia, Nitrite, Nitrate and then Nitrogen, easy mistake________________________________________________

OK, so I will fill wife's tights with cat litter and laterite, then suspend them in the existing pond behind the water return.
Does the cat litter have to surround the laterite or can I just mix them together?
(I cant think of an easy way to separate the laterite and cat little that will keep them apart when submerged!)
Also, if I replace the laterite with Flourite Red, do I still need the cat litter?

The optimum size for a basket is given in my article and you would be best to follow what has been researched over years and proven to work in practice rather than try to redesign the system. E.g. if you use tights, the legs will be useless because there won't be sufficient volume for anoxic conditions to form in the centre.
Also, the make up of a basket is described in my article with diagrams that show the laterite (or substitute) concentrated in the centre of baskets. Mixing the laterite and cat litter and won't be as efficient because the nutrients in it are better concentrated in the centre where the facultative bugs will set up their home rather than providing nutrients for the aerobic bugs to proliferate near the outside surfaces making unnecessary amounts of nitrate and depriving the facultative bugs of ammonia.
The cat litter is essential so, if you try any form of basket without it, you won't have a biocenosis basket, you will just have the equivalent of a plant pot full of plant nutrient.
I could be wrong, so forgive me if I've misunderstood, but did you intend to hang just one pair of tights in the pond or were you intending to hang several pairs all around the edges? Even if you change the tights for properly made up baskets, my article also gives an estimate of how much nitrate reduction can be expected if you just add a few baskets in competition with a conventional system. I've even had one hobbyist, who had obviously not read my article, complaining that he put a single basket in his conventional system and saw no reduction at all on a manual test kit.
