You could add enough liqued ammonia to get to about 2ppm to get the bio kick started now.

How much would be required to kick start a 3000 Gallon pond? And where do you get it from?

It takes 6.5 oz. per 1,000 gallons for a 2ppm solution. You can buy ammonia at the grocery store in the cleaning section..

Excuse the rush - got to go out. Here's how to mature media in a bin or in a pond that has no fish in it just using the volume of water in the biochamber. If the pond is unheated, you will be best to use a dustbin in a warm place or with an aquarium heater:
    Fishless cycling
