    It does look like there is a spinning paddle in the sensor part, but you may still be able to get pretty good accuracy because it is designed specifically for low flow rates, unlike many meters folks try and use.
    You can soon check with a measuring jug and a stopwatch depending on what level of accuracy you are after for flow rate.
