Im surprised the heron doesnt get one first before it scares the rest? or isnt simply patient enough to wait for them to come out?

Dunno about the heron side of it but my Koi have ceramic chimney liners and similar things to hide in. They love it and it actually makes them more sociable. A lot less skittish as they have a place to dart in to and feel safe.

I've gone down the pergola route, I had to net it over to keep the heron away, the sides are still open but so far its enough to deter them

A fishing lake near me used to have a very clever heron deterrent. It was a fooking great big heron! It must have been some exotic species because it was about 6ft tall! I saw them hand feeding it. Theory was, the big bastard was territorial and if hand fed with shop bought fresh fish then it would fend off any smaller competitors and leave the fishing stock alone. Dunno if it worked.
