    Ok here we go

That ballast is for two tubes, each tube has two connections at each end, the connections on the end are not critical provided they go to the correct end it doesn't matter which terminal on the end cap is which

Tube 1 - End 1 (Bottom lamp in the picture)
Connect to terminal 27 on the ballast
Connect to terminal 26 on the ballast

Tube 1 - End 2 (Bottom lamp in the picture)
Connect to terminal 23 on the ballast
Connect to terminal 21 on the ballast but also links to Tube 2 - End 2

Tube 2 - End 1 (Top lamp in the picture)
Connect to terminal 24 on the ballast
Connect to terminal 25 on the ballast

Tube 2 - End 2 (Top lamp in the picture)
Connect to terminal 22 on the ballast
Connect from link from Tube 1 - End 2

    Hope this helps

Hi Roy just followed your instructions still no luck used a electrical light tester and shows voltage going through, if I use a multimeter should it show 240v ?
    Thanks again

Ok with light tester it flashes that there voltage there but with a volt meter it shows 0. Even when I run the light tester around the bulb connectors it flashes saying theres voltage there. Would you know what blows on the ballast ?
    Thanks again

Old style ballasts which are basically a big coil of wire and you can smell then when they have gone, these usually require a starter across the tubes

The one you have I think is electronic and it could be anything inside it that can blow, they are throw away units

Why did you remove the old ballast and is this a new one, it doesn't look very new

I think you should get a reading from your tester, set to AC

    Terminals 1 and 3 = 230 to 245 volts
Terminals 21 and 22 = 380 volts + or - 10% (this may pulse as it needs to start the tube, so may give a strange reading if the tubes are not lit)
