You've certainly put in the effort there. Good job.

Condensation
The one in my house does not have a state, I just have a speed controller, but that takes air from 2 bathrooms a WC and a kitchen and return the recovered air to all the dry rooms in the house. I did fit one for a customer once who had terrible condensation in just one room. It was on an upper floor with two solid un-insulated outer walls with single glazed windows. Condensation was forming both outer walls and the window. I fitted the unit in the loft above the room, two ducts to the eaves, one the draw in fresh air the other to vent out stale air plus a plastic pipe like our air lines as a drain to outside. Two further duct pipes went into the ceiling, air in and air out. The electric supply was interrupted with a humidistat so it was controlled by %of humidity in the room. Worked beautifully.

Update on where I got to with this. Insulated the whole shed including windows. Used polycarbonate on the windows to still let light in.
Made two polycarbonate " lids " for the two tanks.
Result has been a big success in reducing condensation. The temps of the quarantine tank is kept about 14 and the grow on tank 21.
Temp in the room has varied between 9.1 and 15.3 over the last two weeks.
I do still get a small amount of condensation in a couple of roof spaces where it is awkward to insulate but other than that most of the condensation gets trapped on the two lids and drops back into the tanks.
See pics.

Nice work Graeme, just shame about the electrics.
Standard sockets and extension leads etc within the splash zones of tanks full of water plus a standard non insulated consumer unit mounted above a tank full of water. Accessibility issues and possible water ingress issues?

Seriously though, the way to go is waterproof sockets and if possible make them controlled via a waterproof switch so you can kill them before you open the fronts to unplug them OK.
Water and electricity don't mix.
RCDs & RCBOs can only offer so much protection but are not 100% foolproof so best to isolate remotely before touching sockets that close to water if you can or keep a pair of marigolds to hand
Keep safe and don't take risks as you won't out run electricity
