I would have thought it would be swimming about. Not cold enough in UK yet to make them sit on the bottom. What's your pond temperature.

so its 13.8c in temperature. so should be swimming about. could be a lot of reasons. change of environment. air to high or low. to what it has been brought up in. water harder or softer. missing its mates.
keep an eye on it . does it come up to feed. is its body scales ok. [ coning ] or pinkish. sounds like it is stressing for some reason. could end up getting parasites through immune system being down. if stressing.
before I put a cover on in winter. last year was the first time. and it kept my temps between 8 and 10c most of the time. and that was the first time I had my fish swimming all year round.
before the covers my fish used to just sit on the bottom. and at least 2 or 3 a year had to go in qt for ulcers. what I am hinting at is you don t want that to happen to this fish,
try playing with your air in the pond. and see if this helps. when my pond was rebuilt this was one of my problems. I had to find the right air input for them. I played with the air for about a week until I got it right.
if I go to the pond now and turn the air off. they bounce of the walls. just a thought. could be a lot of reasons.
