The anoxic filtration system wasn't a good idea that Kevin Novak came up with one day. He is an expert in microbiology and anoxic filtration is a specially designed system that is the result of many years of research and trials. It provides the correct biome where all the microbes can work in a symbiotic relationship helped by the molecular properties of the correct type of cat litter and the nutritional properties of Laterite and/or the suggested alternatives.
If you read my article it's very simple to build and very adaptable to different situations but it's only guaranteed to work if you follow the essential features which are set out as clearly as I can. I've also addressed all the questions and points that have been raised since I began promoting it since 2009.
Regardless of how people might want to adapt the system to their own needs, in every case, baskets of the correct type of litter in combination with one of the recommended nutrients is essential. Packing the cat litter in tights is doomed to failure and there have been no tests on the plant fertiliser you've chosen so I can't state categorically whether it would be suitable other than to point out that it contains enzymes that promote soil bacteria which are aerobic as opposed to facultative anaerobic bacteria which are the ones that you want in the centre of the baskets.
If you read the article, it states that only the central zone of the baskets is anaerobic. The rest of the anoxic pond is highly aerated and, one of the options for the system is for the pond to be fed via an airlift. You can't get a much more aerated anoxic pond than that.

that is the nitrate test of my tap water. red one is from the tap and yellow (0 nitrate) is after going through the dechlorinator

So you have high nitrate in your supply, (which isn't unusual if your water catchment area is an agricultultural area), but it's all being removed by the purifier so you can relax and sit by the pond and watch the koi grow and improve in their low nitrate water towards show winners and maybe even a Grand Champion!
