You dont need to have long lengths of bar mate.do what you plan with concrete backfill.but put some bar in it leaving 12" stuck up.then stack hollows and fill,when you get above bar you just stick lengths into wet concrete as you stack,my whole pond apart from 1200 screws is tied together with 14" pieces of 12mm rebar and ive got 2 x 6.4m sides lol..or you could just take all blockwork down and sleeper it all...andi
