Help is this white spot? or something else

Pond details ~ 5000 litres (ground level)
Nexus 300, 100lph air pump, EA 55W UV
Water test kit JBL with P04
Temp 10.5
NH4 ~ 0.4 (High – im water changing weekly but may need to increase amount)
No2 ~ 0.025
P04 ~ 5 (High – im water changing weekly but may need to increase amount)
PH 6.5
Kh only 4 drops (but this is consistent and has been for a long time)
GH 7 drops.
I think my high levels are as a result of the many frogs and spawn which I have in the pond.
I noticed today (there was non last week when I was testing and water changing ) that two of my Koi have developed white stuff on the fins, it feels slimy and is attached to the fin its not loose and not able to remove it. I’ve googled and think this is either white spot or cotton wool fungus.
Treatment wise I had some Swell anti fungus which says it treats fungus so I added that tonight, I don’t have a QT so have left the fish in the pond and treated the whole pond
Please see the photos does any think it could be something else?
Aslo I need to do more water changes so should I add more Anti Fungus is states to retreat in 7 days but then if I am water changing then what should I do add more?
I have bought a microscope and will try and take my first ever scrape at the weekend.

White spot is about the size of a grain of salt.
A fungus can be as a result of other problems.
PH is at a worrying level?

As posted above - PH seems worryingly low, but your comment about KH suggest you're aware and trying to keep on top of it.
As for white spot, if you're referring to the white bits on the fins, that is definitely not whitespot.
Again, can only base on what I can see in the photos, but I'm not convinced its fungus either. Fungus that develops in the patterns shown in your photos is/was known as cotton wool disease but it usually looks fluffy, whereas in your photos it looks more waxy. Would you agree with that having seen them in the flesh?
If it is hard and waxy it could well be something viral like Carp Pox. Search Google for pictures of carp pox and see how they compare with what you have.
If it does turn out to be fungus then it is easy to treat with something like Methylene Blue, but as Simon Fish says, Fungus is a secondary infection so you'd need to establish the initial cause, whether it be injuries or poor water conditions. As you know, your water parameters could do with a little improvement.

agree water parameters need improvement, it was 3 weeks ago when i noticed the spike in some values, maybe lnked to starting to feed (wheatgerm food) and also the influx of frogs which i get every year. I will increase my water changes over the next couple of weeks to every three days
with regard to the KH and PH i have struggled with this for the past 2.5+ years and KH is always consistent around 4-5 drops
PH also is fairly consistant at 6.5 at its lower end normally over winter when i do less water changes and 7.5 during spring and summer . ive tried Kushari PH buffer several times but never really see any change.
regarding the white blobs these are not like a grain of salt much larger, so maybe not white spot
Pictures of cotton wool fungus appear to be more wispy, and doesn't look the same as what i am seeing
the blobs on this fish are more like a squidgy almost like a waxy blob i guess, they are firmly attached to the fin, i did catch the fish and used my fingers to gently try to remove it but absolutely no chance - so maybe carp pox?
should say that no new fish have been introduced to the pond in over 2+ years and I never seen this before on any of the fish.
