There are two common reasons. If it has a timer check that it's set properly, if it is then there may not be enough flow or the flow switch may not be orientated correctly. If the flow switch is set for the correct direction then one thing you could try is to turn off the pump but leave the heater switched on then remove the flow switch and VERY QUICKLY operate it and release it. If everything is ok the relay will operate with a clunk and the lights will change from standby to heating.

Trust me on this, I've checked many different types of heater this way and no harm will come to the element if it's powered up for LESS THAN A SECOND to verify that everything is operating normally but be ready to switch off the power to the heater just in case there is a hidden fault and it won't switch itself back off when you release the flow switch.

I've got to clock off now because dinner is ready so if you want to know how to set the timer or reverse the flow switch I'm sure someone else will be able to help you otherwise I'll be back tomorrow.
